“That minimum was exceeded in the fourth quarter of 2009 and the first quarter of 2010, so the partners no longer have to pay,” Kijowski said in an e-mail interview. Even without a revenue guarantee from the partner agencies in Champaign, Zipcar may still be able to sustain itself, said Morgan Johnston, University transportation demand management coordinator. She said she believes Zipcar’s outlook is promising.

“I really have very little concern of it going the wrong way or starting to decline,” Johnston said. “It’s starting to become part of the culture here.”

Revenues are falling well short of what had been projected for the 600-space city-run garage.

The garage collected just more than $96,000 in revenues since its opening in March 2009 and through January of this year. The city spent about $210,000 to run the garage in that same period of time, according to documents furnished in response to a News-Gazette request.
